Based in Boise, Idaho, SPF offers water supply studies, well design and construction, water, and wastewater system design, water rights consulting, and more. MDS Drafting provides value-added services in building information modeling and laser scan support to improve productivity and elevate projects.

The collaboration between the two companies began in 1994, with a focus on delivering some of the most transformative water rights and water resources projects in the U.S. Northwest. In this region, HDR, HDR | SPF, and HDR | MDS have a total of 1,150 professionals.
This marks HDR’s second acquisition in the past year that will help HDR bolster its strength in water-related services. In August 2021, HDR brought on board civil engineering firm WRECO, a California company that focuses on environmental compliance, geotechnical engineering, and water resources planning.
HDR is the eighth largest 100 percent employee-owned firm in the U.S. by employee count; the acquisition of SPF brings another 30 people to the company. HDR specializes in engineering, architecture, environmental, and construction services. The company's employees work in more than 200 locations around the world.
