“Over the past year, Matt has made an impressive contribution to Conlon, bringing a fresh perspective and energy to the company,” Tim said. “While working alongside Becky Conlon, Vice President of Business Development, and Poppy Conlon, Vice President of Marketing, Matt has already helped to advance our regional and national footprint with sizable new projects.”
Becky and Poppy round out the new executive team, which has already taken over daily company management. Becky and Poppy will continue in their Vice-Presidential roles and will grow into active fourth-generation owners of Conlon Construction.
Tim and brother Steve Conlon have been at the company helm since 1970. They will each continue with Conlon Construction in advisory roles and will co-chair the board. Succession planning has been a focus for them in recent months.
“It was important to us — and our many employees — that this plan maintain our values and the legacy we have so carefully built together,” Steve said. “With this team, we have achieved our goal.”
Mulligan, who relocated to Dubuque from the Southwest, has more than 15 years of experience in the construction business with large-scale education, municipal, and private development projects across the nation.

Becky spent 28 years as a Broadcast Producer in television and radio advertising before joining the family business in 2017 to lead the company’s business development efforts. Her advertising work included projects for major national and international clients such as Target Corp., Pillsbury Co., and General Mills. She is a member of the Master Builders of Iowa Legislative Affairs Committee.
After 25 years in retail, hospitality management, and customer support training and development, Poppy joined Conlon Construction in 2017 to lead the company’s marketing efforts. She serves on the board of directors for multiple Dubuque nonprofits, including the Finley Hospital Health Foundation.
“Steve and I are confident that Matt, Becky, and Poppy will successfully lead our family-owned business well into the future, realize plans for regional and national growth, and ensure the success and well-being of our company family,” Tim said.
Conlon Construction employs over 200 people. The company provides comprehensive management and construction services for the education, health care, historic preservation, hospitality and gaming, manufacturing, municipal, retail, multi-family, and senior living sectors.
