INDIANAPOLIS, IN — Mayor Joe Hogsett, City-County President Vop Osili, and Congressman André Carson (IN-07) welcomed U.S. Department of Transportation (USDOT) Secretary Pete Buttigieg to Indianapolis to showcase the impact of federal and local infrastructure investment on neighborhood accessibility and quality of life.

The event follows recent award of a $25 million Rebuilding America's Infrastructure with Sustainability and Equity (RAISE) grant from the USDOT. The funding will help convert eight segments of Indianapolis streets from one-way directional traffic to two-way as well as deliver street resurfacing and intersection improvements.

“With a capital plan that will invest $1.2 billion into Indianapolis infrastructure over the next five years, we will continue to bring dramatic improvements to our city’s streets and neighborhoods. But some of these projects would be unthinkable without federal aid to help supplement an inequitable state road funding formula,” Hogsett said. “Whether you drive, ride, bike, or walk — you deserve to get where you’re going safely and efficiently. The cooperation between Indianapolis and our friends in Washington is helping us make Indianapolis a safer and more connected city for all.”

Two-way conversion projects are critical to re-establishing a sense of place in neighborhoods that have been divided by busy thoroughfares. These conversions have been found to calm traffic and improve safety for all road users, boost connectivity, spur new development, and enhance quality of life. The eight two-way conversion segments will join recent and ongoing two-way conversions projects on Central Avenue, and Michigan and New York Streets around downtown.

The RAISE grant will be matched by more than $20 million in local funds for a total project cost of $46.5 million. Projects are anticipated to bid in 2026 and be completed by the end of 2027. Funding through the grant will also help with road improvements from 38th Street to I-70. These will include intersection improvements, new traffic signals, resurfacing, multi-use paths, and more to help increase the safety for pedestrians using these downtown corridors.
